Rural Price Survey (SHPed)

 Rural Price Survey (SHPed)

June 11, 2020 | BPS Activities

As is known, most of Indonesia's population still lives in rural areas. Generally their work is still dependent on the agricultural sector and their lives are still less prosperous than urban residents. To improve the welfare of the Indonesian population also means to improve the welfare of the rural population. One of the welfare improvement programs must be supported through the availability of continuous and complete price data.

Price data especially in rural areas are collected through the Rural Price Survey (SHPed). The Rural Price Survey (SHPed) is one of the surveys at BPS, especially in the distribution statistics section. The Rural Price Survey is conducted monthly. Price data collection is not limited to producer prices of various agricultural commodities, but also retail prices of goods and services that are part of the costs of agricultural production processes (HD) as well as data on consumer prices in rural areas (HKD), namely the prices of various goods and services needed by villagers .

The rural consumer price data itself is not only useful in calculating the price index paid by farmers and rural inflation is also needed in calculating Farmer Exchange Rates (NTP), in addition to data on the prices of producers in the agricultural sector. NTP is one proxy indicator to see the level of welfare of farmers. During this time, the base year of the FTT used in calculating the rural price index ratio has experienced several changes, namely in 1976 (1976 = 100) the first FTT, then in 1983 (1983 = 100), 1987 (1987 = 100), and the year 1993 (1993 = 100). Along with the many changes both in the shifting value of agricultural commodities and consumption patterns (magnitude of value and type of commodity variation) of rural populations, the 1993 NTP base year (1993 = 100) was changed to the 2007 base year (2007 = 100).
The objectives of collecting price data through the Rural Consumer Price Survey are: 1. Obtaining accurate, complete and continuous data on rural consumer prices. 2. Obtaining rural price / inflation index data. 3. Obtain data on NTP subsector of food crops, horticulture, smallholder plantations, livestock, and fisheries.

The purpose of collecting Rural Producer Price data is: a. Obtain complete and continuous data on the prices of agricultural sector producers (food crops, horticulture, smallholder plantations, livestock, fisheries and forestry) for the calculation of IT.
b. Obtain data on the price of production costs and additional capital goods in the agricultural sector (food crops, horticulture, smallholder estate crops, livestock, fisheries and forestry subsectors) in a complete and sustainable manner as one of the variables for Ib calculation.
c. Obtain supporting data for the calculation of NTP subsector of food crops, horticulture, smallholder plantations, livestock, fisheries, and forestry.
Types of Documents Types of documents used in enumerating rural consumer prices are: a. HKD-1 List This list is used to record the retail prices of rural household goods and services in the sub-district market for food groups. b. List of HKD-2.1 and HKD-2.2. Lists HKD-2.1 and HKD-2.2 are used to record retail prices of rural household goods in the sub-district market or around markets for non-food groups. List HKD-2.1 is used to record the retail price of goods and services for rural household needs in the market and outside the market in the selected sub-districts for the construction, service and transportation groups. List HKD-2.2 is used to record the retail price of rural household goods on the subdistrict market for various household and other equipment groups. c. The HKD register is used to summarize the results of listing of HKD-1, HKD-2.1 and HKD-2.2 for one year. HKD is held every 10-14 every month while HD is held every 15-18 every month.

As with other surveys, officers continue to apply the Covid-19 health protocol when visiting respondents, namely washing hands with soap / handsanitizer, wearing masks and keeping a safe distance from respondents. Hoping that this pandemic will not last and all activities can return to normal. (JQ)
